下面我們看看閱讀文章里有哪些論據(jù)可以運(yùn)用到作文中，為什么政府要投資醫(yī)療：
1）An awareness was developing in Western societies that people have a basic right to health care as a necessary condition of a proper human life.Like education，political and legal processes and institutions，public order，communication，transport and money supply，health-care came to be seen as one of the fundamental social facilities necessary for people to exercise their other rights as autonomous human beings.
享受衛(wèi)生保健對(duì)于人類生活而言是不可或缺的，就像教育，政治權(quán)利，法律程序，機(jī)構(gòu)一樣，是一項(xiàng)基本的社會(huì)設(shè)施。
2）Basic health-care is now recognized as a'public good'，rather than a'private good'that one is expected to buy for oneself.It is also accepted that this right generates an obligation or duty for the state to ensure that adequate health-care are provide out of the public purse.
基本醫(yī)療應(yīng)該是一種公共產(chǎn)品，而不是需要花錢去購(gòu)買的個(gè)人產(chǎn)品。國(guó)家有義務(wù)確保公民能享有這項(xiàng)服務(wù)。
3）When it became obvious that health-care resources could not possibly meet the demands being made upon them，people are demanding that their rights to health-care be satisfied by the state.
當(dāng)人們發(fā)現(xiàn)醫(yī)療設(shè)施不足以滿足他們的需要時(shí)，就會(huì)要求政府提供更多的醫(yī)療設(shè)施
4）The second set of more specific changes that have led to the present concern about the provision of health-care resources stems from the dramatic rise in health costs，accompanied by large-scale social changes.
由于醫(yī)療成本的大幅增加和社會(huì)形態(tài)的改變，醫(yī)療資料的提供越來(lái)越具有挑戰(zhàn)性，政府的職能之一就是要應(yīng)對(duì)這種挑戰(zhàn)。
剛才講的三個(gè)題目，其實(shí)都還是圍繞政府為什么要投資醫(yī)療和政府投資醫(yī)療有什么好處展開(kāi)，閱讀文章里面正好為我們提供了四個(gè)原因，也正是我們寫作可以當(dāng)作論據(jù)使用的。這里再補(bǔ)充幾個(gè)論據(jù)，在政府職能類也是可以用到的：
1.A universal health service run by the tax revenue of the government should cover all social classes，both the rich and the poor.Each taxpayer should enjoy the right provided by the government.
2.As for those who are living under the poverty line and suffering from the agonies of various diseases，they might even fail to afford a small proportion of their medical care expenses.
3.The main motive of profit making companies is to derive profits rather than promoting health delivery system.In order to run their expensive models，they are not even hesitant to do unethical practices，for example，tempting patients into accepting expensive medicine，diagnosis and surgical procedures whose effects might be the same as cheaper alternative ones.
